Accessible Design and Building Standards

ADA in the News: In March 2012, the California Division of State Architect (DSA) made the decision to use the 2010 ADA Standards as the model accessibility code for California. This decision was made in large part to harmonize and maintain consistency with the federal design standards as the baseline accessible building requirements.
The format and organization of the 2013 CBC Title 24, Part 2, Chapter 11B standards have been significantly revised from the 2010 CBC version and will now mirror the 2010 ADA Standards, but with the addition of state-specific amendments to maintain the enhanced level of accessibility included within the existing California accessibility requirements.
A number of technical requirements previously expressed as absolute dimensions in both the 1991 Americans with Disabilities Act Standards and prior editions of the California Building Code were changed to dimensional ranges in the 2013 California Building Code. The dimensional ranges establish reasonable tolerances for field conditions while maintaining the required levels of accessibility. The 2013 CBC will replace the existing 2010 CBC and become effective on January 1, 2014.

DSA Procedure PR 13-3 - “2013 CBC Accessibility Provisions as Alternate Means and Methods” (10-3-2013) - This recently released Division of State Architect (DSA) Procedure provides instructions for districts and their design professionals to utilize select accessibility provisions from the 2013 CBC Chapter 11B for current new construction and alteration projects which have been reviewed and approved by DSA under the 2010 or earlier versions of the CBC.
